Dangote Petroleum Refinery is opening ownership of Africa’s largest refinery to the public through an initial public offering (IPO), in what Aliko Dangote described as a major milestone for Nigeria’s industrial and capital-market development.

Speaking at the IPO signing ceremony, Dangote said the offering represented the culmination of more than a decade of work to build the refinery, which faced major challenges involving financing, land acquisition, regulation and operations before reaching the public market.

He said the IPO reflected the Dangote Group’s wider commitment to investing in Africa and expanding the continent’s industrial capacity.

The refinery forms part of the group’s Vision 2030, which focuses on accelerating Africa’s industrialisation. Dangote said energy security was a critical foundation for sustainable economic growth and that the refinery could play an important role in strengthening Nigeria’s energy security.

The facility is expected to reduce the country’s reliance on imported petroleum products while supporting industrial activity and creating opportunities across the economy.

A key feature of the IPO is its focus on widening public participation. The minimum subscription has been set at 10 shares, allowing ordinary Nigerians and other investors to acquire a stake in the refinery.

Dangote positioned the offering as more than a conventional capital-raising exercise, saying it would give workers, entrepreneurs and everyday Nigerians an opportunity to participate in the future growth of the refinery.

The IPO also represents a shift towards broader public ownership of an industrial asset developed in Nigeria. The initiative is being presented as a way of allowing Nigerians to share in the value and opportunities created by the refinery.

Dangote said the refinery’s journey demonstrated how projects once considered impossible could become reality through determination, resilience, focus and long-term commitment.

He also linked the project to the broader goal of collective prosperity, highlighting its potential to create jobs, generate wealth and contribute to Nigeria’s economic transformation.

The offering is targeting just over 2 trillion naira at 525 naira per share and is being presented as the biggest IPO in Africa’s history.

The listing marks a significant moment for Nigeria’s capital market and comes as the country seeks to deepen domestic investment and increase public participation in major businesses.

The Dangote Petroleum Refinery, located in Lagos, has been positioned as a major industrial project with ambitions extending beyond Nigeria. Its public offering is similarly being framed as part of a broader African investment story.

The IPO campaign has stressed accessibility, with promotional materials outlining multiple approved channels through which investors can subscribe, including banks, fintech platforms, mobile operators, stockbrokers and issuing houses, point-of-sale agents and USSD services.

Investors have also been warned to use only approved IPO channels and avoid sending money to unauthorised individuals or platforms.

The refinery’s public offering comes after years of investment and development and represents what Dangote described as a new chapter in Africa’s industrial and capital-market story.

The initiative seeks to combine industrial development with public ownership, placing an asset built in Africa and for Africa within reach of a wider pool of investors.
