Rwanda and China have strengthened their aviation cooperation with the signing of a Memorandum of Understanding (MoU) on airworthiness certification between their civil aviation authorities. The agreement aims to improve technical collaboration, strengthen regulatory capacity and facilitate the acceptance and oversight of aviation products and certifications issued by both countries.
The MoU was signed by the Rwanda Civil Aviation Authority (RCAA) and the Civil Aviation Administration of China (CAAC), marking a further step in cooperation between the two countries in the aviation sector.
The agreement is expected to support closer coordination between the authorities on airworthiness certification, which concerns the safety and compliance of aircraft and related aeronautical products with established technical standards.

It will also facilitate the acceptance and oversight of approvals issued by the two authorities, helping to improve regulatory cooperation and technical processes involving aviation products.
Rwanda’s Minister of State, Col. Claudien Nizigama, witnessed the signing ceremony and reaffirmed the government’s commitment to strengthening its aviation partnership with China.
“The Government of Rwanda fully supports this partnership. We are committed to advancing our collaboration. Today, we are not only signing a document, we are strengthening a friendship between our two countries, and investing in safer skies for everyone who flies with us,” he said.
The agreement highlights the two countries’ intention to deepen cooperation on aviation safety and regulatory oversight. By enhancing technical collaboration and strengthening institutional capacity, the partnership seeks to support the effective implementation of airworthiness certification procedures.

The agreement also reflects broader efforts by Rwanda and China to expand bilateral cooperation through technical partnerships and institutional collaboration.
Airworthiness certification plays an important role in aviation safety by ensuring that aircraft and relevant aeronautical products meet applicable technical and regulatory requirements. Cooperation between aviation authorities can help improve oversight and facilitate the handling of certification approvals across jurisdictions.
The latest agreement establishes a framework for closer engagement between the RCAA and CAAC, with a focus on regulatory coordination, technical expertise and the oversight of aviation products.
